一、指導思想和目標

(一)指導思想

以(yi)習近平新(xin)時代中國特色社會主(zhu)義(yi)思想為指導(dao),全面貫(guan)徹黨的(de)十九(jiu)(jiu)大和十九(jiu)(jiu)屆二中、三(san)中、四中、五(wu)中全會精神,立足新(xin)發(fa)(fa)(fa)展階段,完整、準確、全面貫(guan)徹新(xin)發(fa)(fa)(fa)展理(li)念,構(gou)建(jian)新(xin)發(fa)(fa)(fa)展格局,以(yi)調整能(neng)源(yuan)結(jie)構(gou)、增加(jia)可再生能(neng)源(yuan)供(gong)應(ying)、減(jian)少(shao)溫室氣體排放(fang)、實現可持續發(fa)(fa)(fa)展為目(mu)標,堅持統一規劃、因(yin)地制宜(yi)、有序開(kai)發(fa)(fa)(fa)、清(qing)潔高(gao)效、節水環保、鼓勵創新(xin)的(de)原則(ze),穩妥推進地熱能(neng)資源(yuan)勘(kan)查和項目(mu)建(jian)設,規范和簡化管理(li)流程,完善信息統計和監測體系,保障地熱能(neng)開(kai)發(fa)(fa)(fa)利(li)用高(gao)質量發(fa)(fa)(fa)展。

(二)目標

到2025年,各地(di)(di)(di)基本(ben)建(jian)立起完善(shan)規范的(de)地(di)(di)(di)熱(re)(re)(re)能(neng)(neng)開發利用(yong)管理流程,全(quan)國(guo)地(di)(di)(di)熱(re)(re)(re)能(neng)(neng)開發利用(yong)信息統計和監測(ce)體(ti)系基本(ben)完善(shan),地(di)(di)(di)熱(re)(re)(re)能(neng)(neng)供(gong)暖(nuan)(制冷(leng))面(mian)積(ji)比2020年增加50%,在(zai)資(zi)源條件(jian)好的(de)地(di)(di)(di)區建(jian)設一批(pi)地(di)(di)(di)熱(re)(re)(re)能(neng)(neng)發電(dian)(dian)示(shi)范項目(mu),全(quan)國(guo)地(di)(di)(di)熱(re)(re)(re)能(neng)(neng)發電(dian)(dian)裝機容量(liang)比2020年翻一番(fan);到2035年,地(di)(di)(di)熱(re)(re)(re)能(neng)(neng)供(gong)暖(nuan)(制冷(leng))面(mian)積(ji)及地(di)(di)(di)熱(re)(re)(re)能(neng)(neng)發電(dian)(dian)裝機容量(liang)力爭比2025年翻一番(fan)。

二、重點任務

(三(san))深化地(di)(di)熱(re)資(zi)源(yuan)(yuan)勘(kan)查工(gong)作。地(di)(di)熱(re)資(zi)源(yuan)(yuan)勘(kan)查是地(di)(di)熱(re)能(neng)開(kai)(kai)發(fa)利用(yong)(yong)(yong)的基(ji)礎(chu)。有關省(sheng)(自治區、直轄(xia)市)自然資(zi)源(yuan)(yuan)主(zhu)管部門要(yao)組(zu)織(zhi)開(kai)(kai)展(zhan)地(di)(di)熱(re)資(zi)源(yuan)(yuan)調查評價,根(gen)據資(zi)源(yuan)(yuan)環境承載能(neng)力(li)和(he)水資(zi)源(yuan)(yuan)開(kai)(kai)發(fa)利用(yong)(yong)(yong)條件,會同水行(xing)(xing)政主(zhu)管部門對地(di)(di)熱(re)資(zi)源(yuan)(yuan)開(kai)(kai)發(fa)利用(yong)(yong)(yong)的可行(xing)(xing)性(xing)(xing)、適宜(yi)性(xing)(xing)、開(kai)(kai)發(fa)利用(yong)(yong)(yong)總量(liang)和(he)開(kai)(kai)發(fa)強度進行(xing)(xing)總體評價,以地(di)(di)熱(re)田為單元確(que)定地(di)(di)熱(re)資(zi)源(yuan)(yuan)開(kai)(kai)發(fa)利用(yong)(yong)(yong)規模(mo)。跨省(sheng)級行(xing)(xing)政區域的大(da)型地(di)(di)熱(re)田調查評價由(you)國家公益性(xing)(xing)地(di)(di)質調查機(ji)構組(zu)織(zhi)實施。在此(ci)基(ji)礎(chu)上,科(ke)學合理確(que)定開(kai)(kai)采(cai)限量(liang)、礦業權,引入企業開(kai)(kai)展(zhan)后續勘(kan)查和(he)開(kai)(kai)發(fa)利用(yong)(yong)(yong)工(gong)作。

(四)積極推進淺層地熱能利用。在京津冀晉魯豫以及長江流域地區,結合供暖(制冷)需求因地制宜推進淺層地熱能利用,建設淺層地熱能集群化利用示范區;在重視傳統城市區域淺層地熱能利用的同時,高質量滿足不斷增長的南方地區供暖需求,推進云貴高寒地區地熱能利用;根據各地區資源稟賦,對地表水資源豐富的長江中下游區域,積極發展地表水源熱泵供(gong)(gong)(gong)暖(nuan)供(gong)(gong)(gong)冷;對集中程度不(bu)高(gao)的(de)供(gong)(gong)(gong)暖(nuan)需求,在(zai)滿足(zu)土壤熱(re)平衡情(qing)況(kuang)下(xia),積(ji)極(ji)采用地(di)(di)埋管地(di)(di)源(yuan)熱(re)泵供(gong)(gong)(gong)暖(nuan)供(gong)(gong)(gong)冷;對水文、地(di)(di)質條件適宜、符(fu)合地(di)(di)下(xia)水資源(yuan)保護要求的(de)地(di)(di)區,在(zai)確保同一含水層(ceng)取(qu)水等量回灌,且不(bu)對地(di)(di)下(xia)水造成污染(ran)的(de)前提下(xia),積(ji)極(ji)穩(wen)妥推廣地(di)(di)下(xia)水源(yuan)熱(re)泵供(gong)(gong)(gong)暖(nuan)供(gong)(gong)(gong)冷。

(五(wu))穩妥推(tui)進中(zhong)深(shen)層(ceng)(ceng)地(di)(di)熱(re)(re)(re)(re)能(neng)(neng)供(gong)暖。根(gen)據(ju)(ju)資(zi)源情況和(he)(he)市(shi)場(chang)需求,在京津冀(ji)、山西、山東、陜西、河南、青海、黑龍江、吉林、遼寧(ning)等區域(yu)穩妥推(tui)進中(zhong)深(shen)層(ceng)(ceng)地(di)(di)熱(re)(re)(re)(re)能(neng)(neng)供(gong)暖。鼓(gu)(gu)勵(li)各地(di)(di)在進行資(zi)源評(ping)估(gu)、環境(jing)影響(xiang)評(ping)價和(he)(he)經濟性測算的(de)(de)(de)基礎上,根(gen)據(ju)(ju)實際情況選擇“取熱(re)(re)(re)(re)不(bu)(bu)耗水(shui)(shui)(shui)、完(wan)全等量(liang)同層(ceng)(ceng)回灌”或“密封(feng)式(shi)、無干擾井下(xia)換熱(re)(re)(re)(re)”技(ji)(ji)術,最大程度減(jian)少對(dui)地(di)(di)下(xia)土壤、巖層(ceng)(ceng)和(he)(he)水(shui)(shui)(shui)體(ti)的(de)(de)(de)干擾,確保地(di)(di)下(xia)水(shui)(shui)(shui)水(shui)(shui)(shui)量(liang)不(bu)(bu)減(jian)少、水(shui)(shui)(shui)位(wei)不(bu)(bu)下(xia)降、水(shui)(shui)(shui)質(zhi)不(bu)(bu)降低,避免對(dui)地(di)(di)下(xia)水(shui)(shui)(shui)資(zi)源和(he)(he)環境(jing)造成損(sun)害(hai)。鼓(gu)(gu)勵(li)開展中(zhong)深(shen)層(ceng)(ceng)地(di)(di)熱(re)(re)(re)(re)能(neng)(neng)集(ji)中(zhong)利(li)用(yong)示(shi)范(fan)工作(zuo),示(shi)范(fan)不(bu)(bu)同地(di)(di)熱(re)(re)(re)(re)資(zi)源品位(wei)的(de)(de)(de)供(gong)暖利(li)用(yong)模式(shi)和(he)(he)應用(yong)范(fan)圍(wei),探索有利(li)于地(di)(di)熱(re)(re)(re)(re)能(neng)(neng)開發(fa)利(li)用(yong)的(de)(de)(de)新(xin)型管理技(ji)(ji)術和(he)(he)市(shi)場(chang)運營模式(shi)。宜采取地(di)(di)熱(re)(re)(re)(re)區塊整體(ti)開發(fa)的(de)(de)(de)方(fang)式(shi)推(tui)進地(di)(di)熱(re)(re)(re)(re)能(neng)(neng)供(gong)暖,調動企業保護資(zi)源、可持續(xu)開發(fa)的(de)(de)(de)積極性,鼓(gu)(gu)勵(li)推(tui)廣(guang)“地(di)(di)熱(re)(re)(re)(re)能(neng)(neng)+”多能(neng)(neng)互補的(de)(de)(de)供(gong)暖形式(shi)。

(六)鼓勵(li)地(di)(di)(di)(di)(di)(di)方(fang)建設(she)地(di)(di)(di)(di)(di)(di)熱能(neng)(neng)(neng)高質量發(fa)(fa)展(zhan)(zhan)(zhan)示范區。鼓勵(li)各(ge)地(di)(di)(di)(di)(di)(di)開(kai)展(zhan)(zhan)(zhan)地(di)(di)(di)(di)(di)(di)熱能(neng)(neng)(neng)與旅(lv)游業、種養殖業及工業等產業的(de)(de)綜合利用(yong)、地(di)(di)(di)(di)(di)(di)熱能(neng)(neng)(neng)梯次開(kai)發(fa)(fa)利用(yong)以(yi)及地(di)(di)(di)(di)(di)(di)熱能(neng)(neng)(neng)開(kai)發(fa)(fa)運營與數字(zi)化、智能(neng)(neng)(neng)化發(fa)(fa)展(zhan)(zhan)(zhan)相(xiang)結合,總(zong)結各(ge)地(di)(di)(di)(di)(di)(di)區可復制、效(xiao)果好的(de)(de)地(di)(di)(di)(di)(di)(di)熱能(neng)(neng)(neng)開(kai)發(fa)(fa)實踐經(jing)驗(yan),及時推廣典型(xing)案例。鼓勵(li)各(ge)地(di)(di)(di)(di)(di)(di)創新管理(li)方(fang)式,先行先試開(kai)展(zhan)(zhan)(zhan)地(di)(di)(di)(di)(di)(di)熱能(neng)(neng)(neng)高質量發(fa)(fa)展(zhan)(zhan)(zhan)示范區建設(she),以(yi)點帶面快速(su)帶動地(di)(di)(di)(di)(di)(di)熱能(neng)(neng)(neng)開(kai)發(fa)(fa)利用(yong)的(de)(de)規(gui)模化發(fa)(fa)展(zhan)(zhan)(zhan),推動地(di)(di)(di)(di)(di)(di)熱能(neng)(neng)(neng)成為清(qing)潔取暖(nuan)的(de)(de)重要(yao)力量。

(七)穩妥推進(jin)地(di)熱(re)(re)(re)能(neng)發電(dian)示范項(xiang)目建(jian)設(she)(she)。抓緊攻關(guan)地(di)熱(re)(re)(re)能(neng)發電(dian)關(guan)鍵技(ji)術(shu)和成套裝備,為(wei)今后地(di)熱(re)(re)(re)能(neng)發電(dian)的(de)規(gui)模(mo)化發展奠(dian)定技(ji)術(shu)儲備。適時(shi)研究(jiu)出臺支(zhi)(zhi)持(chi)政策,在(zai)西(xi)藏、川西(xi)、滇西(xi)等高溫(wen)地(di)熱(re)(re)(re)資(zi)源豐富地(di)區組織(zhi)建(jian)設(she)(she)中高溫(wen)地(di)熱(re)(re)(re)能(neng)發電(dian)工程,鼓(gu)勵(li)有(you)條件的(de)地(di)方建(jian)設(she)(she)中低溫(wen)和干熱(re)(re)(re)巖地(di)熱(re)(re)(re)能(neng)發電(dian)工程。支(zhi)(zhi)持(chi)地(di)熱(re)(re)(re)能(neng)發電(dian)與其(qi)他可再生(sheng)能(neng)源一體化發展。

三、規范地熱能開發利用管理

(八)統籌規(gui)劃(hua)淺(qian)(qian)層(ceng)地(di)熱(re)能項目資源開(kai)發布局。有關省(自治區(qu)(qu)、直(zhi)轄(xia)市(shi))水(shui)(shui)行(xing)政管理部門應根據(ju)水(shui)(shui)資源條件(jian)、取用水(shui)(shui)管理、水(shui)(shui)資源保(bao)(bao)護(hu)需(xu)要,劃(hua)定淺(qian)(qian)層(ceng)地(di)熱(re)能項目地(di)下(xia)(xia)水(shui)(shui)適宜開(kai)采(cai)區(qu)(qu)、限制開(kai)采(cai)區(qu)(qu)和(he)禁止開(kai)采(cai)區(qu)(qu),合理規(gui)劃(hua)地(di)下(xia)(xia)水(shui)(shui)井工(gong)程(cheng)布局,作為項目取水(shui)(shui)許可(ke)審批(pi)依據(ju)。承壓水(shui)(shui)含水(shui)(shui)層(ceng)、地(di)下(xia)(xia)水(shui)(shui)超采(cai)區(qu)(qu)、地(di)下(xia)(xia)水(shui)(shui)飲用水(shui)(shui)源保(bao)(bao)護(hu)區(qu)(qu)等(deng)禁止開(kai)采(cai)。

(九(jiu))規(gui)(gui)(gui)范地熱能(neng)開(kai)發利用項目(mu)(mu)備案或登記管(guan)理(li)(li)。項目(mu)(mu)當(dang)地能(neng)源(yuan)主(zhu)管(guan)部門(men)(men)負(fu)責對本地區(qu)規(gui)(gui)(gui)模(mo)化(裝機容量1000千瓦(wa)或供(gong)(gong)暖面積10000平方米以上(shang))供(gong)(gong)暖(制(zhi)(zhi)冷(leng)(leng))和發電(dian)項目(mu)(mu)實施備案管(guan)理(li)(li),規(gui)(gui)(gui)模(mo)以下(xia)地熱供(gong)(gong)暖(制(zhi)(zhi)冷(leng)(leng))項目(mu)(mu)需向當(dang)地能(neng)源(yuan)主(zhu)管(guan)部門(men)(men)登記。已(yi)投產(chan)運行的項目(mu)(mu)可直接到當(dang)地能(neng)源(yuan)主(zhu)管(guan)部門(men)(men)登記。

(十(shi))簡化地(di)(di)(di)熱(re)能開發(fa)利用項(xiang)目前(qian)期手續。鼓(gu)(gu)勵按照規模(mo)化的原則開發(fa)中(zhong)深層地(di)(di)(di)熱(re)資源,按一定規模(mo)區域(yu)或地(di)(di)(di)熱(re)田設置礦權(quan)區塊。對于涉及地(di)(di)(di)熱(re)能登記(ji)、取水許(xu)可(ke)審(shen)(shen)批項(xiang)目,各有關主(zhu)管部門(men)(men)采取數據共享、集中(zhong)審(shen)(shen)批、多(duo)部門(men)(men)審(shen)(shen)批協同聯動等方式,優化審(shen)(shen)批流程,提(ti)高審(shen)(shen)批效能。滿足地(di)(di)(di)下水保護與管理政策要求、涉及取水的,應開展(zhan)水資源論(lun)證,向具有管轄權(quan)的水行政部門(men)(men)申(shen)領(ling)取水許(xu)可(ke)證。鼓(gu)(gu)勵地(di)(di)(di)方優化地(di)(di)(di)熱(re)礦業權(quan)和取水許(xu)可(ke)的辦理流程、精簡審(shen)(shen)批要件(jian)。

(十一)加(jia)強對(dui)地(di)熱(re)(re)能開(kai)發(fa)(fa)(fa)利(li)(li)用(yong)項(xiang)目(mu)的(de)監(jian)督檢(jian)查。按照控制地(di)熱(re)(re)流(liu)體總消耗量、控制最大采水(shui)量、保(bao)障(zhang)(zhang)同層(ceng)等量回灌(guan)的(de)原則,堅(jian)持“以(yi)灌(guan)定采、采灌(guan)均(jun)衡、水(shui)熱(re)(re)均(jun)衡”。建立(li)對(dui)地(di)熱(re)(re)能開(kai)發(fa)(fa)(fa)利(li)(li)用(yong)項(xiang)目(mu)的(de)常(chang)態化監(jian)督檢(jian)查機制和后評估(gu)制度,組織地(di)熱(re)(re)能開(kai)發(fa)(fa)(fa)利(li)(li)用(yong)項(xiang)目(mu)按時(shi)上報(bao)建設(she)運行(xing)情況,對(dui)地(di)熱(re)(re)能開(kai)發(fa)(fa)(fa)利(li)(li)用(yong)項(xiang)目(mu)對(dui)地(di)下水(shui)等的(de)影響(xiang)進行(xing)持續監(jian)測,對(dui)地(di)熱(re)(re)能供暖項(xiang)目(mu)的(de)安(an)全穩定運行(xing)、供熱(re)(re)保(bao)障(zhang)(zhang)情況進行(xing)監(jian)督管理,保(bao)障(zhang)(zhang)地(di)熱(re)(re)能的(de)清(qing)潔開(kai)發(fa)(fa)(fa)和永續利(li)(li)用(yong)。建立(li)企業(ye)(ye)回灌(guan)信用(yong)檔案,對(dui)失信企業(ye)(ye)重點監(jian)督并(bing)限制新的(de)地(di)熱(re)(re)能開(kai)發(fa)(fa)(fa)行(xing)為(wei)。

(十二)加強對地(di)(di)(di)(di)(di)熱(re)(re)(re)能(neng)開(kai)(kai)發利(li)用項(xiang)(xiang)目(mu)的信(xin)(xin)息(xi)化管(guan)(guan)(guan)理(li)。國家能(neng)源(yuan)(yuan)(yuan)主管(guan)(guan)(guan)部(bu)(bu)門(men)(men)會同發改、住房城鄉(xiang)建設以(yi)及水行(xing)政(zheng)主管(guan)(guan)(guan)部(bu)(bu)門(men)(men),組織(zhi)國家可再(zai)生能(neng)源(yuan)(yuan)(yuan)信(xin)(xin)息(xi)管(guan)(guan)(guan)理(li)中(zhong)(zhong)心和國家地(di)(di)(di)(di)(di)熱(re)(re)(re)中(zhong)(zhong)心建設地(di)(di)(di)(di)(di)熱(re)(re)(re)能(neng)信(xin)(xin)息(xi)管(guan)(guan)(guan)理(li)平臺。省(sheng)級能(neng)源(yuan)(yuan)(yuan)主管(guan)(guan)(guan)部(bu)(bu)門(men)(men)負責組織(zhi)本(ben)地(di)(di)(di)(di)(di)區(qu)地(di)(di)(di)(di)(di)熱(re)(re)(re)能(neng)供暖(nuan)(nuan)(nuan)(制冷)項(xiang)(xiang)目(mu)業主在(zai)地(di)(di)(di)(di)(di)熱(re)(re)(re)能(neng)信(xin)(xin)息(xi)管(guan)(guan)(guan)理(li)平臺中(zhong)(zhong)錄入項(xiang)(xiang)目(mu)備案/登(deng)記(ji)信(xin)(xin)息(xi),并在(zai)供暖(nuan)(nuan)(nuan)期內按(an)(an)月(yue)更新項(xiang)(xiang)目(mu)的運行(xing)狀況,并定期將地(di)(di)(di)(di)(di)熱(re)(re)(re)開(kai)(kai)發利(li)用數據上(shang)報統計部(bu)(bu)門(men)(men)。省(sheng)級自然資源(yuan)(yuan)(yuan)主管(guan)(guan)(guan)部(bu)(bu)門(men)(men)組織(zhi)勘(kan)查開(kai)(kai)發單(dan)位(wei)建立(li)地(di)(di)(di)(di)(di)熱(re)(re)(re)資源(yuan)(yuan)(yuan)動態監測體系,開(kai)(kai)展地(di)(di)(di)(di)(di)下熱(re)(re)(re)水溫度、流量(liang)(liang)等動態物理(li)信(xin)(xin)息(xi)的綜合(he)監測。勘(kan)查開(kai)(kai)發單(dan)位(wei)應當安裝取水和回(hui)灌在(zai)線(xian)計量(liang)(liang)設施,并將計量(liang)(liang)數據實時(shi)傳輸到有管(guan)(guan)(guan)理(li)權限的水行(xing)政(zheng)主管(guan)(guan)(guan)部(bu)(bu)門(men)(men)。省(sheng)級生態環(huan)境主管(guan)(guan)(guan)部(bu)(bu)門(men)(men)負責監督本(ben)地(di)(di)(di)(di)(di)區(qu)地(di)(di)(di)(di)(di)熱(re)(re)(re)能(neng)供暖(nuan)(nuan)(nuan)(制冷)項(xiang)(xiang)目(mu)業主開(kai)(kai)展地(di)(di)(di)(di)(di)下熱(re)(re)(re)水及回(hui)灌水質監測,按(an)(an)相關(guan)要求定期報生態環(huan)境主管(guan)(guan)(guan)部(bu)(bu)門(men)(men)備案。

四、保障措施

(十三)做(zuo)好(hao)地(di)熱(re)(re)能(neng)開(kai)(kai)發利(li)用(yong)規(gui)劃(hua)(hua)及相關(guan)銜接。各(ge)(ge)級(ji)能(neng)源(yuan)(yuan)主管(guan)(guan)部門(men)(men)在會同各(ge)(ge)相關(guan)部門(men)(men)編(bian)制(zhi)可(ke)再生(sheng)能(neng)源(yuan)(yuan)發展(zhan)規(gui)劃(hua)(hua)時,要(yao)(yao)(yao)將地(di)熱(re)(re)能(neng)開(kai)(kai)發利(li)用(yong)有(you)關(guan)情(qing)況(kuang)包含(han)在內。要(yao)(yao)(yao)根據(ju)水(shui)資(zi)源(yuan)(yuan)保(bao)(bao)(bao)護要(yao)(yao)(yao)求、地(di)熱(re)(re)資(zi)源(yuan)(yuan)稟賦、清潔(jie)能(neng)源(yuan)(yuan)需求和生(sheng)態環(huan)境保(bao)(bao)(bao)護要(yao)(yao)(yao)求,確定本地(di)區地(di)熱(re)(re)能(neng)開(kai)(kai)發利(li)用(yong)目標(biao)、布局和實(shi)施方案。各(ge)(ge)地(di)規(gui)劃(hua)(hua)地(di)熱(re)(re)能(neng)開(kai)(kai)發利(li)用(yong)時,要(yao)(yao)(yao)以各(ge)(ge)級(ji)國土空間規(gui)劃(hua)(hua)作(zuo)為(wei)開(kai)(kai)發利(li)用(yong)空間布局依(yi)據(ju),依(yi)法開(kai)(kai)展(zhan)環(huan)評和水(shui)資(zi)源(yuan)(yuan)論證工作(zuo),落實(shi)生(sheng)態環(huan)境分(fen)區管(guan)(guan)控要(yao)(yao)(yao)求,并與城市市政等基(ji)礎設施規(gui)劃(hua)(hua)、礦產資(zi)源(yuan)(yuan)規(gui)劃(hua)(hua)、生(sheng)態環(huan)境保(bao)(bao)(bao)護、地(di)下水(shui)利(li)用(yong)與保(bao)(bao)(bao)護規(gui)劃(hua)(hua)等相關(guan)專項(xiang)規(gui)劃(hua)(hua)做(zuo)好(hao)銜接。省市級(ji)自(zi)然資(zi)源(yuan)(yuan)主管(guan)(guan)部門(men)(men)根據(ju)全國礦產資(zi)源(yuan)(yuan)規(gui)劃(hua)(hua)總體部署,以地(di)熱(re)(re)田為(wei)單元,編(bian)制(zhi)本地(di)區地(di)熱(re)(re)資(zi)源(yuan)(yuan)勘查開(kai)(kai)發規(gui)劃(hua)(hua)。

(十四)營造有利(li)(li)(li)于地(di)熱能開發(fa)利(li)(li)(li)用的政策環(huan)境。鼓(gu)(gu)勵(li)各級政府和(he)發(fa)改、財(cai)政、自然資源(yuan)、水行政、住(zhu)房和(he)城鄉建設、生態環(huan)境、能源(yuan)主(zhu)管部門等(deng)出臺有利(li)(li)(li)于地(di)熱能開發(fa)利(li)(li)(li)用的財(cai)政、金融政策等(deng)。研究(jiu)利(li)(li)(li)用現有渠(qu)道對地(di)熱能供暖項(xiang)目給予財(cai)政支(zhi)持;鼓(gu)(gu)勵(li)和(he)支(zhi)持企業加強技(ji)術創新(xin),共(gong)同營造有利(li)(li)(li)于地(di)熱能開發(fa)利(li)(li)(li)用的政策環(huan)境。

(十五)明(ming)確(que)職(zhi)責(ze)分工(gong)。能(neng)源(yuan)(yuan)(yuan)主管(guan)(guan)(guan)部(bu)(bu)門(men)會同(tong)有(you)關(guan)部(bu)(bu)門(men)建立地(di)熱(re)(re)(re)(re)能(neng)開發(fa)(fa)(fa)利(li)(li)用(yong)(yong)(yong)項目的管(guan)(guan)(guan)理和(he)(he)(he)運行(xing)監(jian)(jian)測(ce)工(gong)作機制,督促有(you)關(guan)方面做好地(di)熱(re)(re)(re)(re)能(neng)供(gong)暖項目的運行(xing)安全(quan)和(he)(he)(he)供(gong)熱(re)(re)(re)(re)保障相關(guan)工(gong)作;自然資源(yuan)(yuan)(yuan)主管(guan)(guan)(guan)部(bu)(bu)門(men)負責(ze)組織開展地(di)熱(re)(re)(re)(re)資源(yuan)(yuan)(yuan)調查評(ping)價(jia)和(he)(he)(he)礦(kuang)權辦(ban)理工(gong)作;水(shui)行(xing)政主管(guan)(guan)(guan)部(bu)(bu)門(men)負責(ze)取(qu)(qu)水(shui)許可(ke)審(shen)批和(he)(he)(he)取(qu)(qu)用(yong)(yong)(yong)水(shui)管(guan)(guan)(guan)理,以及地(di)下水(shui)抽取(qu)(qu)和(he)(he)(he)回灌(guan)情(qing)況的監(jian)(jian)管(guan)(guan)(guan);生態(tai)環(huan)境(jing)主管(guan)(guan)(guan)部(bu)(bu)門(men)負責(ze)環(huan)境(jing)影響(xiang)評(ping)價(jia)審(shen)查審(shen)批和(he)(he)(he)水(shui)質監(jian)(jian)測(ce)的監(jian)(jian)督工(gong)作;城(cheng)市(shi)供(gong)熱(re)(re)(re)(re)主管(guan)(guan)(guan)部(bu)(bu)門(men)負責(ze)指導城(cheng)鎮供(gong)熱(re)(re)(re)(re)工(gong)作;統(tong)計部(bu)(bu)門(men)將企業地(di)熱(re)(re)(re)(re)能(neng)開發(fa)(fa)(fa)利(li)(li)用(yong)(yong)(yong)情(qing)況納入國家能(neng)源(yuan)(yuan)(yuan)統(tong)計體系(xi)中。各地(di)也可(ke)根據實(shi)際情(qing)況對各部(bu)(bu)門(men)分工(gong)進行(xing)調整(zheng)。鼓(gu)勵地(di)方建立地(di)熱(re)(re)(re)(re)能(neng)開發(fa)(fa)(fa)利(li)(li)用(yong)(yong)(yong)管(guan)(guan)(guan)理工(gong)作協調機制,牽頭協調地(di)熱(re)(re)(re)(re)能(neng)勘(kan)測(ce)、規劃、開發(fa)(fa)(fa)利(li)(li)用(yong)(yong)(yong)等管(guan)(guan)(guan)理工(gong)作,相關(guan)手續實(shi)行(xing)一站式辦(ban)理。
